Decision

What this comparison covers

Cursor and Claude Code are both agentic coding tools, but they start from different places. Cursor is an editor that offers models from several vendors; Claude Code is a terminal-first tool from Anthropic that also runs in IDEs, a desktop app and the web and uses Claude models.

We compare what vendor documentation supports and mark everything else Unknown. Disclosure: Anthropic, the maker of Claude Code, also makes the Claude assistant; both products were sourced under the same rules. We declare no overall winner, because the better choice depends on workflow, model preferences, oversight needs and budget.

Considerations

Implementation, ecosystem, AI and security.

Ease of implementation and usability

Both tools install quickly on a developer machine, but we did not test setup or onboarding effort. Evaluate on a real branch of your own repository.

Integrations and ecosystem

Both support MCP, skills and hooks. Cursor adds cloud agents and Bugbot; Claude Code adds subagents, GitHub Actions and IDE extensions for VS Code and JetBrains.

AI capabilities

Model choice is the clearest difference: Cursor lists several vendors, while Claude Code uses Claude models. If you want to switch models between tasks in one product, that favours the multi-vendor option; if you standardise on one model family, it matters less.

Security, deployment and administration

Cursor documents Privacy Mode and org-wide enforcement; Anthropic's documentation, as summarised by third parties, covers permissions, sandboxing and commercial-terms training policy. Certifications were not reviewed for either product.

Strengths and limitations

Each option, in balance.

Cursor

Strengths

  • Offers models from several vendors in one product, so teams are not tied to a single model family.
  • A free Hobby plan lets developers try the editor and agent before paying.
  • Team plans document org-wide Privacy Mode enforcement, SAML or OIDC SSO and an admin dashboard.
  • Certain models can use Max Mode with context windows up to 1M tokens, which is relevant to large codebases.

Limitations

  • Usage is metered at model API prices against an included amount, so heavy agent users may incur on-demand charges.
  • Tab and Apply from Chat run on custom models and cannot be billed to a user's own API key.
  • The plan and price structure changes often, and versions of the pricing page have differed, so budgeting requires checking the live page.
  • Human-approval and permission controls for the agent were not documented in the sources reviewed for this profile.

Claude Code

Strengths

  • Runs in the terminal, VS Code, JetBrains, a desktop app and the web, so one tool can follow a developer across environments.
  • Anthropic documents a permission system used with sandboxing, plus checkpoints, which gives teams concrete oversight controls to evaluate.
  • Extensible through MCP servers, hooks, skills, plugins and subagents with their own context windows.
  • A CLAUDE.md file lets teams give the tool persistent project instructions that load every session.

Limitations

  • The documentation reviewed describes Claude models only, so teams wanting a choice of model vendors may prefer a multi-vendor product.
  • Subscription usage is limited and measured in rolling five-hour and weekly windows, which heavy users should plan for.
  • No free tier was identified in the sources reviewed, so evaluation requires a paid plan or API usage.
  • Pricing was not reviewed on Anthropic's own pricing pages for this profile, so cost comparisons need a check of the live page.
Best-fit scenarios

Which one fits which situation.

No overall winner is declared. The better choice depends on the criteria that matter most to you.

Choose Cursor if you…

  • Developers who want an editor-centred workflow
  • Teams that want several model vendors in one product
  • Organisations that want org-wide Privacy Mode enforcement

Choose Claude Code if you…

  • Terminal-first developers
  • Teams that want documented permission and sandbox controls
  • Workflows that use subagents, MCP or CI automation
Switching

Migration and switching considerations.

Moving between the tools means re-creating project instructions (rules in Cursor, CLAUDE.md in Claude Code), re-adding MCP servers and hooks, and adjusting how your team reviews agent output. Many developers can try one tool alongside the other on separate branches before committing.

Can I use Claude models in Cursor?

Cursor lists models from Anthropic among supported vendors, with usage rules that depend on the plan. Check Cursor's current model list.

Does either tool have a free plan?
